You can submit a professional tender, answer every question, offer a competitive price and still lose.

Individually, these differences can appear small.
Across an entire evaluation, they can determine who wins the contract.
And when the opportunity represents several years of revenue, a small scoring difference can have a very large commercial consequence.
Sometimes the Problem Started Before the Bid
Not every loss is caused by the quality of the writing.
Sometimes the wrong opportunity was pursued.
Sometimes the business didn’t have strong enough evidence.
Sometimes the proposed solution wasn’t sufficiently differentiated.
Sometimes the commercial position simply wasn’t competitive.
And sometimes the organisation was capable of winning, but the submission failed to communicate that capability effectively.
Understanding the difference matters.
Otherwise, businesses can continue submitting more tenders without addressing the reason they aren’t winning them.

When you’ve spent weeks working on a tender, it becomes difficult to evaluate it objectively.
You know what the business does. You understand what a sentence was intended to mean. You know the evidence sitting behind a statement.

They score what is actually in front of them.
